We at The Cabo Sun want your airport-to-beach ride to be the least dramatic part of your vacation.
After last week’s brief but messy traffic snarls around Los Cabos International Airport (SJD), Baja California Sur’s governor says the state will tighten enforcement against “pirate taxis”—unlicensed or mis-permitted drivers who operate outside the rules.

What sparked this?
On Wednesday, August 13, access roads to SJD were temporarily blocked during a protest tied to transport disputes. Some travelers even chose to walk the last stretch to the terminal before traffic was cleared and normal access restored.
We covered what happened and how authorities responded, including temporary controls on the toll road.
Those scenes added urgency to a long-running issue: unauthorized transport operators competing with licensed taxis and regulated tourist shuttles—especially at the airport and around major resorts. Officials have warned about the risks for years and periodically stepped up inspections to push these operators out of tourist zones.

So… what counts as a “pirate taxi”?
“Pirate taxis” are vehicles posing as legitimate cabs or tourist transport without the proper permits, insurance, oversight, or rate controls.
They tend to cluster at airports, hotel zones, marinas, and busy nightlife areas, targeting travelers who just want a quick ride. We’ve explained how they work—and why they’re a bad deal—in multiple advisories.

What the government says will change
Following the protests, Governor Víctor Manuel Castro Cosío said the state won’t allow federal transport permits to be misused as de-facto taxi licenses.
Expect more joint inspections with federal authorities, sanctions for irregular operators, and stricter controls on how airport–hotel trips are registered and dispatched. The goal: safe, orderly, and regulated service that protects both tourists and licensed concessionaires.
In practical terms, that means you may notice more checkpoints and paperwork checks for vans and taxis near the airport, resort entrances, and other high-traffic areas.
We’ve seen this playbook before when inspectors were added to hotspot zones to weed out fakes.

What travelers should do right now (the easy version)
Pre-book a legit airport transfer. It’s the smoothest arrival: your driver meets you in the designated area, you skip the curb-pitch gauntlet, and pricing is transparent. We regularly recommend official shuttles or private transfers over negotiating on the spot. ([The Cabo Sun][5])
Know the Uber rule of thumb. Uber works well across the destination—but not for airport pickups. That’s the big exception. For leaving the airport, use licensed taxis/shuttles; for getting around town later, Uber is often cheaper and straightforward. Our 2025 explainer breaks it down.
Spot a licensed taxi. Use hotel-vetted stands, look for official badges/permit numbers, and ask your concierge to call one for you. If the price feels improvised and there’s no visible ID, move on.
Avoid curbside offers. If someone approaches you aggressively for a ride—especially outside arrivals—decline. Real providers don’t need to hard-sell at the curb.

Will protests keep impacting vacations?
Transport disputes flare up from time to time—recently outside SJD and even at the entrance to a major Cabo resort.
The key point: tourists aren’t the target, and authorities typically restore access quickly.
Still, if a demonstration pops up on your transfer route, drivers may be re-routed and your drop-off could take longer—another reason to book with vetted providers who know the contingency game.

Bottom line
The state is signaling less tolerance for unauthorized operators after last week’s disruptions, with more inspections and stricter use-of-permit rules on deck.
For you, the playbook is simple: pre-book your airport ride, stick to licensed taxis and established shuttles at the curb, and use Uber anywhere else—just not for airport pickups.
Follow those steps and your ride will be one of the easiest parts of your Los Cabos getaway.
