The traditional dynamic of Baja California Sur tourism is undergoing a massive structural shift. For decades, international travelers flying into the southern peninsula booked a luxury resort in Cabo San Lucas or San José del Cabo and rarely left the immediate Tourist Corridor. Today, a growing percentage of those same travelers are renting cars and driving two hours north to the state capital, fundamentally altering the region’s economic landscape.
As the 2026 winter season approaches, the stark contrast between the two municipalities is becoming impossible for the hospitality sector to ignore. While the massive southern resorts are navigating unexpected headwinds, La Paz is currently operating as an isolated economic oasis, drawing visitors who are actively choosing to split their vacation time across both cities.

The Shifting Occupancy Numbers
The raw data currently defining the Baja tourism market reveals a fascinating divergence in traveler behavior. According to the Association of Hotel and Tourism Companies of La Paz (Emprhotur), the capital city is projecting a robust 6% increase in hotel occupancy by the end of this year, accompanied by a noticeable rise in the average daily room rate.
Conversely, hoteliers in Los Cabos are simultaneously reporting an 8% decrease in international tourist arrivals.
This does not mean travelers are abandoning Los Cabos completely. Instead, it indicates a strong trend toward multi-destination itineraries. Visitors are still flying into Los Cabos International Airport (SJD) to experience the legendary dining and nightlife, but they are increasingly cutting those stays short to spend the second half of their trip enjoying the raw eco-tourism, pristine beaches, and lower-density environment of La Paz.

The Impact of Rising Tourist Taxes
A significant driver behind this migration north is the rapidly escalating cost of vacationing in the primary tourist zones. Business leaders across the state are actively warning that successive tax hikes are beginning to damage the region’s global competitiveness.
The most prominent issue is the newly approved 17.8% increase to the Non-Resident Right (DNR) fee, a mandatory federal tourist tax. When combined with local municipal sanitation fees, state accommodation taxes, and the naturally high premium of Los Cabos luxury resorts, budget-conscious travelers are actively seeking relief.
Because La Paz operates with a slightly different hospitality model—focusing heavily on boutique hotels and mid-tier accommodations—it offers a highly attractive, cost-effective alternative for travelers feeling priced out of the southern resorts.

Competing on a Global Stage
The shift in local travel patterns is also a symptom of a much larger global battle for tourist dollars. Agustín Olachea Nogueda, president of Emprhotur, recently stressed that Baja California Sur does not operate in a vacuum. As the overall cost of a Cabo vacation rises, the destination is aggressively bleeding market share to alternative tropical markets.
Travelers sitting in the United States or Canada with a set vacation budget are directly comparing the Baja peninsula against the Caribbean, Hawaii, and emerging markets in Central and South America. If the total cost of a standard Los Cabos vacation becomes non-competitive, those international dollars will simply fly elsewhere.

By actively promoting a split-vacation model, regional tourism boards can mitigate some of these losses. Encouraging visitors to combine the high-end luxury of Los Cabos with the authentic, nature-focused tranquility of La Paz creates a dynamic, multi-faceted itinerary that is incredibly difficult for competing Caribbean islands to replicate.
